Synopsis
Given the proliferation of underworld criminal activities, some top law and order officials including the home secretary, the home minister, and the director general of police take it upon themselves to stop these underworld criminals in their tracks. They hold a secret meeting and decide to create a new unit to deal with this menace called 'The Department'.
